Ah, this question triggers my pet peeve ;)

In Studio 2009, you could already add comments to sdlxliff files and these comments would be seen by reviewers working on the same files. In Studio 2011 SP2 a new feature was added, called "Retain Comments in Translated File", so if you started with a .docx then any comments added in the sdlxliff file would be seen in the translated docx file.

However, in later builds of SP2, this feature was squashed (awaiting further development, apparently). See my blog article here for more details:

In any case, the "retain comments in translated file" wouldn't have worked for ttx files. If you open a ttx file in Studio, the "retain comments" doesn't work, and if you produce a ttx file afterwards (to open in Tag Editor, as you mention), then the comments won't be retained.

Hopefully Studio 2014 will bring back the "retain comments" feature, but in any case it still probably won't apply to ttx files as Tag Editor doesn't have it built in.
