Even the Starter Edition would allow this on a file by file basis and then they could use the realtime preview to see the Word file as it is shown in Word because we actually use Word as the Preview rather than an html rendition or similar, and they can edit the target segments as needed in Studio.

I don't think it would take too much effort to learn a few simple things to be able to review an existing translation like this.

The problem is that you are referring to Word... but what happens if the original format was something else? The export for external review allows a consistent way to review the linguistic content irrespective of the origin of the source file (IDML, INX, XML, HTML, MIF, Excel etc). Formatting is harder and can only really be done when you can see the target file in a fully formatted fashion. So a manual markup on the file and then you'd have to manually make the changes in Studio... unless you could convince them of the value of using the Starter Edition so you can use the full review cycle.
