To convert a legacy txt TM to the new format you need to "Upgrade" it (from the Translation Memories view), as you noted. It works best for the first switch from a legacy TM to Studio, but it's obviously less convenient for updating an existing TM with legacy txt -based TMs, although I don't think that the latter is a common use case (and in my opinion, possibly not the most efficient workflow anyway).
Although I'm not sure, I think that the txt-based TM is being "upgraded" through TMX and not directly, so I guess that a "clean" import is a more complex issue than just adding the file type to the drop-down list.
